Placing full bins out prematurely increases the risk of critters or birds rummaging through them and causing a mess. Furthermore, the Surf Coast Shire Council is now rigorously enforcing their by-laws regarding when bins should be set out and brought in. Non-compliance with these regulations can lead to fines of up to $350.
